Real Living Wage and NJC pay Scales – March 2022 – updated with 21/22 NJC pay scales

Temple Cloud with Cameley Parish council have demonstrated support for the ‘Real Living Wage’ as set by the living wage foundation. They have specified in their procurement policy that:

The Council will look favourably to organisations that pay the Real Living Wage as set by the Living Wage Foundation. (£9.90 /h 2021/2022 across the UK outside London).

The real Living Wage is the only UK wage rate that is voluntarily paid by almost 9,000 UK businesses who believe their staff deserve a wage which meets everyday needs – like the weekly shop, or a surprise trip to the dentist.

Almost 300,000 employees have received a pay rise as a result of the Living Wage campaign and we enjoy cross-party support. We have a broad range of employers accredited with the Foundation including half of the FTSE 100 and big household names including Nationwide, Google, Brewdog, Everton FC and Chelsea FC.

The new Living Wage rates were announced on Monday 15th November 2021. Employers should implement the rise as soon as possible and within 6 months. All employees should receive the new rate by 15th May 2022. 

For reference:

The current scale point for the village operatives is SCP3 £9.84 /hr (21/22 rates), which was set by the parish council in March 2021 to meet the Real Living Wage for 2020/21.

In November 2021, that Real Living Wage for 2021/22 was announced at £9.90 /hr.

SCP4 (£10.01 /hr)(21/22 rates) is now the first tier on the NJC pay scale to meet the Real Living Wage of £9.90 per hour.


Recommendation: To set the salary scale point for village operatives at SCP4 (£10.01/hr) to meet the national living wage.

The 2022/23 staff budget allowed for an increase to SCP5 £10.04 at the old 2020/21 rates for the two village operatives. (the budget also allowed for an additional 6% contingency for any nationally negotiated pay increases to each scale point, the actual pay increase is 1.75%)

There is no provision for an automatic annual increment for village operatives’ pay scales in the contracts of employment.

The council have two village operatives, with a total combined number of hours per year of 960 hours.
