2020-05_1 PUBLIC PARTICIPATION SESSION
A presentation was given by Dst Cllr David Wood on the BANES Council financial situation, staff situation, rubbish collections and on the local community village larder.
A presentation was given from School Governor Derek Wobey and Headteacher Hannah Maggs on proposals for developing the school along with a request for a letter from the Parish Council to confirm allowing the use of up to 15 parking spaces by the school in the village hall car park. This will be considered by the Parish Council.
A request was received from Headteacher Hannah Maggs to use the Village Hall to facilitate the return to school of pupils following the coronavirus crisis. This will be considered by the Parish Council.
2020-05_2 APOLOGIES FOR ABSENCE
There were no apologies for absence.
2020-05_3 DECLARATION OF INTEREST
There were no requests of dispensations or declarations of disclosable pecuniary or personal interests.
2020-05_4 CONFIRMATION OF MINUTES
RESOLVED – The minutes of the meeting of the Parish Council Meeting which took place on Tuesday 21st April 2020 were approved as an accurate record and signed by the Chairman.
2020-05_5 CHAIRMANS REPORT
Chairman J Sebright gave a report regarding the need to recruit new Parish Council members.
2020-05_6 CLERKS REPORT
The clerk reported on the five remaining vacancies on the Parish Council, four which may be filled by co-option.

2020-05_7 PARISH COUNCIL NOTICE BOARDS
Cllr Warden gave a presentation on the options available for the notice boards.
RESOLVED – To order the metal powder coated signs with a budget of up to £2600.
2020-05_8 GRANT APPLICATIONS
RESOLVED To award a grant to Temple Cloud in Bloom of £1000
RESOLVED The Clerk highlighted the legal details regarding awarding this grant. It was resolved by the Parish Council to award a grant to Clutton with Cameley PCC of £450
2020-05_9 VILLAGE LARDER
RESOLVED – The Parish Council will support the community village larder with a grant of up to £200. This spending will be made under the Local Government Act 1972 Section 137. The funds are be released upon request of the organisers if there is a shortfall of contributions from the local community. The Parish Council will also contribute to the project by delivering leaflets with the aim of delivering to all houses in the local community.
2020-05_10 LONG TERM PLANNING
RESOLVED – A working party will be organised to discuss future projects and recruitment. The first meeting will take place on Weds 20th May 7.30pm.
2020-05_11 VILLAGE OPEN DAY
Cllr Box presented ideas to hold a village open day to celebrate the community once the lock down has been lifted.
RESOLVED – The 2019-2020 annual governance statement, section 1 of the annual return was approved.
RESOLVED – The 2019-2020 accounting statement, section 2 of the annual return prepared by the Clerk / Responsible Financial Officer was approved.
RESOLVED – The dates for the period for the exercise of public rights and supporting documents from 15th June 2020 to 24th July 2020 were confirmed.
