2504_[1] PUBLIC PARTICIPATION SESSION

Discussions during the public participation covered a range of subjects including average speed cameras, membership of the council and activities of Temple Cloud in Bloom.

MEETING ADMIN

2504_[2]  Apologies for Absence

RESOLVED: Apologies for absence were received from Cllr Carl Bubb and Cllr Jon Elford. Approval of extended absence was approved for Cllr Bubb and Cllr Elford until the next parish council meeting.

2504_[3]  Declaration of Interest

There were no declarations of disclosable pecuniary or personal interests.

2504_[4] Confirmation of Minutes

RESOLVED: The Parish Council meeting minutes of Tuesday 18th March 2025 were confirmed as an accurate record and signed by Chairman.

2504_[5] Co-option of new Council Members

  • The council reviewed applications for co-option.
  • RESOLVED: To co-opt Keith White and Myk Winder as new members to the Parish Council
  • Reviewed: declarations of acceptance of office were received from Keith White and Myk Winder

REPORTS – To receive and note any reports

2504_[6] Chairman’s Report

  • A report was received from the Chairman

2504_[7] Clerk’s Report

  • A report was received from the Clerk
    • The council had been selected for 5% of the intermediate reviews by the external auditor.
    • Noted: The internal audit end of year review started on 4/4/25
    • The playground inspection ordered for the end of 2024 remained outstanding and the Clerk has raised an enquiry with the supplier.
    • The Mower insurance would be due at the start May, a quote would be expected by the end April
    • Reviewed: Plans for parish meeting May 2025
  • Noted: correspondence shared with council members listed in the appendix.

2504_[8] Members Reports, Responsibilities and Meetings Attended

  • There were no reports on members’ responsibilities or attendance of outside bodies.

2504_[9] Ward Councillor’s Report

  • Apologies for absence were received from BANES District Cllr David Wood. Updates had been emailed to members of the council

2504_[10] Village Hall and Open Spaces Reports

  • A report was received on any updates regarding the village hall and open spaces
    • The Fire inspection had highlighted the 5yr EICR inspection requirement. The council authorised the Clerk to proceed with sourcing and selecting the best quote with a budget of £400

2504_[11] FINANCE

Payments and Income (see appendix 2025-04 Finance Reports)

  1. RESOLVED: payments to approve as listed in finance reports
  2. Noted: finance reports including payments, income and bank reconciliation
  3. RESOLVED: Review of end of year spend against budget for 2024-25
  4. RESOLVED: Review of general reserve and any adjustments to earmarked reserves.
    • Reviewed: rationale for earmarked reserves (see report in appendix)
    • The council updated the reserves policy to specify a preferred general reserve level of 6 to 9 months of expenditure based on a review of the current risks and situation
  5. RESOLVED: The council accounts are prepared on a receipts and payments basis. There are no litigation, liabilities or commitments, events or transactions, occurring either during or after the year-end that have a financial impact on this authority
  6. Noted: All expenditure and income continues to be transacted under the General Power of Competence unless otherwise stated on the financial reports. This includes all transactions from 16th May 2023 when the GPOC was adopted (Min ref: 2305_[9]) until the next ‘relevant’ annual meeting in an election year, which is expected in 2027
  7. RESOLVED: the council approved the grant application for £1000 from Temple Cloud in Bloom

2504_[12] PLANNING APPLICATIONS

Application Reference: 25/01208/FUL
Site Location: Parcel 15628 Stowey Road Stowey Bristol Bath And North East Somerset
Description of Proposal: Installation of underground 132 kV cable between Stowey Road Solar Farm and National Grid Pylon.
RESOLUTION: The council was unable to review this application because the documents were not yet published by BANES

RESOLVED: Application Reference: 25/01185/FUL. The Parish Council SUPPORTS this application
Application Address: Brook House , Peterside, Temple Cloud, Bristol, Bath And North East Somerset, BS39 5AB
Proposal: Erection of a single storey extension to the rear of the home.

2504_[13] POLICIES FOR REVIEW

  • RESOLVED: Review and approval of risk management scheme, asset registers 24/25 and 25/26 and council insurance cover
    • Noted: Internal Auditor recommendation to review any requirement for business interruption insurance
  • Noted: Any items for attention of the clerk regarding upcoming policy reviews in the Document Review Schedule
