Temple Cloud with Cameley Parish Council, Precis Minutes of the Annual Parish Council Meeting on 4th May 2021
Present: Councillor Jon Sebright (Chairman), Cllr Sara Box, Cllr Sara Cass, Cllr Stephen Marsh, Cllr Helen Neary and Cllr Philip Warden

2021-05_1. ELECTION OF CHAIRMAN
Cllr Sebright was elected as Chairman for the municipal year, and signed the declaration of acceptance of office.
2021-05_2. ELECTION OF VICE CHAIRMAN
Cllr Box and Cllr Neary were both elected to act as Vice Chairman (VC) for the municipal year. (VCs or Cllrs to agree which VC acts as Chairman of the meeting if required). Cllr Neary signed the declaration of acceptance of office during the meeting. Cllr Box agreed to sign a declaration of office before the next meeting in the presence of the Clerk.
2021-05_3. PUBLIC PARTICIPATION SESSION
There were no members of the public present for a public participation session.
2021-05_4. APOLOGIES FOR ABSENCE
There were no absences or apologies for absence.
2021-05_5. DECLARATION OF INTEREST
There were no requests of dispensations or declarations of disclosable pecuniary or personal interests in accordance with the Parish Council Code of Conduct.
2021-05_6. CONFIRMATION OF MINUTES
The minutes of the meeting of the Parish Council which took place on Tuesday 6th April 2021 were approved as an accurate record and signed by the Chairman.
2021-05_7. CHAIRMANS REPORT

2021-05_8. CLERKS REPORT
- Motor Insurance for the mower had been renewed with a new provider with a lower priced quotation.
- Chocks, chain and padlock were ordered to secure the lawn roller in the playing field.
- Topsoil had been prepared and sown with grass seed on the site of the pavilion completing the demolition contract.
- The annual internal audit had been completed and the report had been received – see section below.
- RESOLVED: The quote for electrical works in the village hall from C Knight to install LED lights was approved.
- RESOLVED: Payments to approve (APPENDIX 1) totalling: £7537.17
- Noted: regular payments, credit card purchases and income for the month. (APPENDIX 2)
- Noted: Bank Reconciliation (APPENDIX 3)
- RESOLVED updates to Asset Register
2021-05_10. ANNUAL INTERNAL AUDITORS REPORT
RESOLVED: The council received the Annual Internal Auditors Report 2020/21.
RESOLVED: The continued appointment of B Bowen as Internal Auditor for 2021/22.
2021-05_11. ANNUAL GOVERNANCE STATEMENTS
RESOLVED: The council approved the Annual Governance Statements 2020/21 prepared by the Clerk (Section 1 on the Annual Return).
The Chairman signed the statement along with the Clerk of the meeting where approval was given.
2021-05_12. ACCOUNTING STATEMENTS
RESOLVED: The council approved the Accounting Statements 2020/21 prepared and signed by the RFO (Section 2 on the Annual Return). The Chairman of the meeting signed the accounting statements.
2021-05_13. DATES FOR THE EXERCISE OF PUBLIC RIGHTS
RESOLVED: The council approved the dates of the period for the exercise of public rights: commencing on Monday 14 June 2021 and ending on Friday 23 July 2021.
2021-05_14. COUNCIL INSURANCE RENEWAL
RESOLVED: The council approved the council insurance quotation from BHIB with a three year long term agreement.
RESOLVED: The council approved payment of the insurance to BHIB by a bank transfer of £1807.11

RESOLVED: The council reviewed and approved the following policies:
Training Policy, Grant Awarding Policy and Application Form, Community Engagement Statement, Risk Management Scheme, Publication Scheme
2021-05_17. S106 GREENSPACE CONTRIBUTIONS HELD BY B&NES
RESOLVED: Application for S106 Contribution 13/04456/FUL £2,344.08 towards costs of installing cotswold gravel path in playing field. (This fund is restricted in what it may be spent on).
RESOLVED: The council will review options for the application for S106 Contribution 10/04515/FUL £7,628.74, for example towards costs of installing accessible planters with supporting infrastructure for a community food growing project or a similar project. (This fund is restricted in what it may be spent on and has a spend by date of 25/11/2021.)
Cllr Sebright offered to arrange some dates for a walk around.
RESOLVED: The council approved a grant application from Temple Cloud in Bloom for £1000

2021-05_19. DATE OF NEXT MEETING
RESOLVED: Date of Next Parish Council meeting 22nd June 2021 at Temple Cloud Village Hall.
